ATLANTA – State Representative Chuck Martin (R-Alpharetta), Chairman of the House Committee on Higher Education, was recently named by Speaker Jon Burns (R-Newington) to serve on the House Study Committee on Assessing the Semester and Quarter Systems at USG and TCSG Institutions.

“I am grateful to be selected by Speaker Burns to work on this study committee with my fellow House members and leaders from TCSG and USG,” said Chairman Martin. “We have seen that the conversion from quarter to semester systems has resulted in longer terms with more classes and fewer graduation cycles. In some cases, this has been a burden on students and the education system. I am eager to further study the options available to ensure that we best support our students throughout their pursuit of higher education.”

the House Study Committee on Assessing the Semester and Quarter Systems at USG and TCSG Institutions will examine the respective advantages and disadvantages of semesters and quarters for institutions of the University System of Georgia and the Technical College System of Georgia and whether the anticipated benefits of converting to the semester system have been realized. The study committee will have the opportunity to submit their findings into proposed legislation during the 2025 legislative session.

ATLANTA – Today, Lt. Governor Burt Jones and Speaker of the House Jon Burns announce their respective appointees who will work on behalf of the Georgia General Assembly to review all Georgia tax credits, including Georgia’s film tax credit. Announced last month, this review is intended to support Georgia businesses while ensuring a significant return on investment for Georgia’s taxpayers.

The House and Senate will work with the Governor’s Office of Planning & Budget, the Georgia Department of Economic Development, and the Georgia Department of Revenue as well as industry stakeholders throughout the process. Public meetings of this group will be announced in the near future.

Governor Burt Jones. “This joint approach is a critical first step in the process of reviewing all of Georgia’s current tax credits. My appointees are experts on tax policy and have been implementing and analyzing tax policy supporting economic development and Georgia’s ranking as the number one state in which to do business for over a decade.”

ATLANTA – State Representative Chuck Martin (R-Alpharetta) today announced a new special subcommittee of the House Higher Education Committee to address workforce development. This special subcommittee will examine current challenges the state is facing with respect to recruiting and retaining talent to Georgia’s workforce.

“By 2030, long-term growth in industries, such as logistics, energy, manufacturing, health care and technology, will require our elected leaders to partner with higher learning institutions and the business community to find ways to effectively meet public and private workforce needs,” said Chairman Martin. “We are currently competing with states like Texas, Florida, Kentucky and Oklahoma that have already implemented policies that foster and retain talented and skilled workers. Georgia’s next decade of economic growth depends on implementing creative, bold and untraditional workforce solutions now.”

Rep. Ron Stephens (R-Savannah) – Chairman of Economic Development, ex-officio member

Chairman Martin and the subcommittee members will specifically examine innovative solutions to meet the most urgent workforce needs across several industry sectors. This special subcommittee will partner with Georgia’s higher learning institutions and the business community to develop more targeted curricula and increase career focused enrollment, among other issues.

This subcommittee will also consider multiple factors influencing the current labor shortage in Georgia and around the world. Nationally, there are 3.9 million fewer workers in the workforce today compared to 2019. Since the pandemic began, America has created more than 6.4 million new jobs. There has also been a 34 percent increase in American gig workers since 2019.

ATLANTA – State Representative Sandra Scott (D-Rex) commends the recent passage of Senate Bill 107, legislation which seeks to encourage college education opportunities to foster and adopted children, as well as children who experience homelessness. SB 107 incorporates legislation introduced by Rep. Scott in recent years to help homeless youth attend college, and this final version of SB 107 was signed into law by Governor Brian Kemp on Monday, May 4.

“I want to thank State Representative Chuck Martin (R-Alpharetta), chairman of the House Higher Education Committee, for his hard work on getting this final version of the bill to the governor’s desk for his signature,” said Rep. Scott. “I also want to thank Mr. Mike Daily of the Orange Duffle Bag Initiative and Kaitlyn Barnes, who worked with the Barton Child Law and Policy Center, for their hard work of putting together talking points about HB 7 and coming to the Capitol to testify year after year. This bill will definitely help our most vulnerable population make it through college without worrying about how to pay for college. These children can now focus on their school work instead of channeling their energy into less positive outlets.”

SB 107 waives tuition and fees, including mandatory room and board fees, for qualifying foster and adopted children who attend the University System of Georgia and Technical College System of Georgia. SB 107 also provides in-state tuition at units of the University System of Georgia and branches of the Technical College System of Georgia for youth who are from homeless situations; this portion of the bill is reflected in House Bill 7, legislation introduced by Rep. Scott during the 2021 legislative session.

Rep. Scott supports portions of SB 107 that reflect HB 7 and target issues that may make it difficult for former homeless youth to afford a college education in Georgia. SB 107 and HB 7 include language to update Georgia code to ensure that current and former homeless youth living in Georgia can qualify for in-state tuition in the University System and the Technical College System of Georgia. Similar to HB 7, SB 107 also provides that once a student certifies that they are from a homeless situation, their status is maintained until they graduate in order to eliminate the need to recertify this status annually. These two bills also outline that state-funded foster care assistance would not be considered as income in order to determine financial aid
